The First Climate Contracts Utilizing CCS Technology

In alignment with its broader commitment to climate objectives and industrial competitiveness, Germany has launched a new initiative that includes the first climate contracts utilizing carbon capture and storage (CCS) technology, amounting to €6 billion. This initiative was unveiled by Economy Minister Katherina Reiche and will feature the initial contracts that integrate CCS technology.

The initiative focuses on sectors that are particularly challenging to decarbonize, such as steel, cement, glass, and chemicals, and provides subsidies to facilitate successful transitions to decarbonized production over a span of 15 years. The newly established business model will enable owners to trade decarbonized production, offering significant financial protections against volatile energy and carbon pricing, alongside extensive decarbonization contracts. Proposals that emphasize emissions reduction will be awarded contracts through competitive auctions for investments in new low-carbon production facilities. Bids can be submitted following the completion of the anticipated parliamentary budget for 2026 and the state aid regulations from the European Union.

To participate in the selection process for the proposed decarbonized production facilities, company projects must be registered by December 1st. The provision of CCS technology contracts represents a substantial enhancement of Germany’s decarbonization strategy and is a response to the most difficult emissions sectors to address. Addressing these challenges directly reflects a commitment to collaborative efforts aimed at achieving the desired economic outcomes.
