Germany Advances Decarbonization in the Heavy-Duty Transport Sector

Germany is leading the way in decarbonizing its freight transport sector through the effective implementation of policies that promote the adoption of low- and zero-emission vehicles, as well as the introduction of a carbon dioxide (CO2) toll. As of 2023, freight transport represented approximately 28% of total road fuel consumption. Consequently, Germany’s CO₂ toll and the emissions targets set by the EU are encouraging logistics companies and manufacturers to invest in zero-emission vehicles. It is anticipated that Germany will achieve a 75% adoption rate of low- to zero-emission vehicles, particularly battery-electric trucks, in the coming years.

To meet climate objectives ahead of the projected timeline, companies have initiated a shift towards low-emission fuels, including HVO100, LNG, and battery-electric trucks. Although there are challenges regarding the cost and infrastructure necessary for battery-electric trucks to reach parity with diesel by 2030, the insights from the Fraunhofer study are critical for the industry’s transition to low-emission trucking. Furthermore, the EU’s exemption of tolls for zero-emission trucks is expected to boost the adoption of battery-electric vehicles further.

Decarbonization efforts are also progressing in inland waterway shipping, where several operators have begun piloting modular vessels powered by electric, hydrogen, and HVO diesel propulsion systems, which allow for navigation in increasingly shallow waters. Further advancements in this area will necessitate the establishment of hydrogen supply chains, infrastructure, and targeted financial support.

A Europe-wide approach to freight shipping decarbonization may be derived from Germany’s comprehensive strategy, which integrates regulatory incentives, fleet innovation, and public-private partnerships.
