Finland | Additional Carbon Allowances Issued in 2027

The European Commission has approved Finland’s request to expand the scope of the upcoming EU Emissions Trading System for road transport and buildings (EU ETS 2). Finland will also independently apply this new system to emissions from waterborne vessels, agriculture machinery, forestry and fishing sectors, and off-road vehicles.

This expansion means that there will also be additional carbon allowances issued into the country in 2027, based on 1.18 million tonnes of CO2 equivalent emissions from the newly added sectors. Finland will be required to monitor and report these emissions from the beginning of this year.

Set to launch in 2027 fully, EU ETS 2 will apply across all EU member states along with Iceland, Norway, and Liechtenstein. Finland’s move follows similar unilateral extensions of the EU ETS 2 by the Netherlands and Austria in September 2024 and then Sweden in November 2024, signaling a broader trend of proactive national commitments ahead of the system’s full rollout.
