EIB Unlocks €3 Billion to Accelerate Building and Transport Decarbonization

The European Investment Bank (EIB) and European Commission have launched a €3 billion financing initiative to accelerate the decarbonization of buildings and road transport across the EU, unlocking funding years before the new emissions trading system takes effect.

Through the ETS2 Frontloading Facility, Member States can fast-track projects in Europe’s most energy-intensive sectors before the system officially begins in 2028, unlocking funding that would otherwise take years to materialise.

The facility supports investments in:

  • Energy-efficient renovation of residential and commercial buildings
  • Low-emission heating and cooling systems, including heat pumps
  • Measures to reduce energy demand
  • Clean mobility, transport electrification and sustainable infrastructure

Social fairness sits at the heart of the initiative. Linked to the EU’s Social Climate Fund, it enables vulnerable households to benefit from clean technologies that cut energy costs, improve comfort, and reduce price volatility, all while speeding up the adoption of efficient, low-carbon solutions across Europe.

The initiative also promotes sustainable mobility through public and shared transport, multimodal measures, and infrastructure for zero-emission vehicles.

By frontloading investment, the EIB bridges the gap between policy ambition and delivery, creating immediate opportunities for innovators, technology providers, and climate-focused companies like Aither to scale practical decarbonisation measures that are both achievable and economically viable.
